The pace bowler has claimed 309 Test scalps in 71 Test matches with an stellar bowling average.
The Australian chief selector Bailey has stated that skipper Cummins will play a "major part" in this winter's historic rivalry.
Speculation had been growing that the 32-year-old might be unavailable due to a persistent back stress problem that was still troubling him.
Previous updates from the squad suggested no definitive call had been made regarding his involvement, with the extended contest set to start on the 21st of November in Western Australia.
The selector shared that Cummins is "building up" and felt positive about his chances of participating.
"It's clear that the clock is ticking and various factors at play, not only his injury, but further aspects," Bailey remarked.
"The outlook is good. We firmly believe that he's going to play a major part. Ideally it's the first Test. Should that not happen, then we'll pick it up."
Previous Setbacks
The captain missed Australia's limited-overs series against New Zealand and India last month after examinations confirmed a lower back issue.
Previous incidents include of spinal problems, with flare-ups in multiple past seasons causing him to miss multiple domestic campaigns in a limited period.
Cummins stated he would be proactive in his approach in his comeback strategy to ensure his availability for the Ashes.
The selector indicated that he did not know if Cummins had begun bowling as part of his rehabilitation but admitted it was "becoming urgent" for him to recover fully for the initial match.
Alternative Arrangements
In case of absence, veteran batsman Smith will assume leadership.
All-rounder Cameron Green was excluded lately from the ODI lineup for their limited-overs matches against the subcontinent side as a preventive step because of discomfort in his torso.
The selector characterized it as a "minor" injury and confirmed that he'll feature in the Sheffield Shield, so will be "well-prepared to be ready to bowl."
"We put so much time has gone into developing the strategy for him to be available for the first Test as an all-rounder," Bailey explained.
"Originally, he'd only feature in the initial matches in any case. His aggressive style the bat in limited-overs, if it causes any delay for 24 more hours, the choice was made to adopt a safer strategy."
